"Too arroused to stop" Doesn't no, always mean no?

In answer to a comment about Ken Clarke's "serious rape" debate, someone said that sometimes a rape case is less serious if a woman "makes a man too aroused to stop". Is it possible, do you think, to be so arroused that when a woman says "no" and obviously means it - that a man really has so little power over his own body?
