Could this be a urinary tract infection?

I have a question about my daughter who is 13 and almost 14. She is very healthy God willing, and has never had this problem before. She just had a heavy flowing menstrual cycle and she was in a lot of pain. Not severe, I suppose moderate. She stopped her period yesterday. And today she woke up early in the morning and peed. But 5 minutes later, she felt the urge to pee again. So she got up to go to the bathroom, and even though it's not a strong urge it was still an urge, and sat on the toilet and no pee came out. She had the urge for like 30 minutes and then finally the urge got stronger and she went to the toilet and peed. Now a few minutes ago she felt this like, very very very slight burning I suppose and like the urge to pee, and she got up to go pee and nothing came out again. So she came back and sat next to me and told me. Currently she has a little bit of an urge, nothing to severe or super. But it's still there. What could this be? She has never had sex or had any type of sexual activity before. There is no pain, God forbid. But I am so scared for her. What do you think this could be? Please help!
