Does my dog have a disease?

I picked up a dog from the animal shelter recently. He whines a lot, but he is so CUTE!!!!! While we were playing around the other day, I noticed a red, round, flaky spot on his belly, but I didnt think much about it. A few days ago I started itching, and now I am having some irritation when I pee. Could it be possible to catch something from my dog???
