Was Kenneth Clarke right - that there are different grades of rape?

Britain's Justice Minister has found himself caught up in a media frenzy when discussing prison sentences for rapists, as is trying to defend his statement that there are different grades of rape.He is being accused of saying there is "good rape" (date rape) and "bad rape" (presumably vicious and/or from psychopathic strangers). Is this opportunistic outrage from the opposition twisting what he said for their own ends or is this really indicative of someone with a moral disconnect from the victims?
