Would this person get 50% off his prison sentance under Ken Clarke's new proposals?

Sounds as if this one is nuts. He will probably serve his sentence in Rampton or some such place. until some over qualified psychiatrist decides he is cured and a viable member of society. He will get care in the community and will go on to kill again.
